Maverick Kira Municipality legislator Ibrahim Ssemujju Nganda has revealed that the Kiteezi tragedy which resulted into loss of over 35 live was not the sole factor that caused the dismissal of Dr Dorothy Kisaka, Eng David Luyimbazi and Dr Daniel Okello.
The trio were sacked as the Kampala Capital City Authority (KCCA) Executive Director, Deputy Executive Director and Director for Public Healthy respectively.
On Tuesday, President Museveni dismissed Kisaka, Luyimbazi and Okello in public interest and even directed Maj Tom Magambo the police Director for Criminal Investigation Department (CID) to carry out further investigations on the trio together with others.
According to the statement released from State House, Museveni dismissed KCCA top bosses basing on the investigations carried out by Beti Namisango Kamya the Inspector General of Government (IGG) and her team as directed by the Head of State.
The IGG’s office established that the said bosses slept on their respective jobs which resulted into loss of lives and property.
However Ssemujju claims that the dismissal of Kisaka and her colleagues was as a result of accumulative factors and Kiteezi tragedy was just a spark which gave Museveni leeway to fire them.
Ssemujju said that Kisaka was working under a lot of hardships because she had many bosses who she was answerable to yet she was not given enough funds like it was during Jennifer Musisi’s tenure.
Ssemujju disclosed that Musisi was given enough power and money to execute the assignment given to her which was not done to Kisaka.
However, Christopher Kabuye Kyofatogabye the KCCA Junior minister said that the President has been patient with Kisaka and friends who overslept on the job and spent a lot of their time fighting what he termed as stupid wars which were costing city dwellers.
Building on Ssemujju’s tip, theGrapevine has established that there are many factors that led to the sacking of Kisaka and friends and the trio may even face criminal prosecution.
These offences include; abuse of office, corruption, nepotism and negligence.
Highly places State House sources have told theGrapevine that Museveni is following allegations placed on Kisaka and friends that they mismanaged the Shs78bn that the Ministry of Finance Planning and Economic Development released to KCCA to help beautify the city during the recent concluded Non-Aligned Movement (NAM) Summit.
According to the sources, the money was supposed to do maintenance works to address flood-prone areas where at least 10 roads, were set to be fixed.
These included; Mukwano road, Press House road, Ggaba road, Cape road, Salaama road, Mobutu road, Prince Badru Kakungulu road, UCB Rise, Seriso road, and Tank hill road.
Sources have disclosed that money was also released to KCCA to plant flowers along the roads in the city especially on roads which the guests were going to use while going to the summit but allegations are that the money was mismanaged.
Sources added that Museveni was very bitter with Kisaka over her failure to fight corruption at KCCA to the extent that staff were still receiving bribes and asking for it from contractors as a condition to be given contracts.
A number of staff are also likely to be interdicted after being criminally charged before the Anti-Corruption Court.
Apart from the Shs78bn scam, theGrapevine has established that by the time Museveni fired Kisaka and others, people at KCCA were on the brink of killing each other.
KCCA insiders have told theGrapevine that recently, one of the Directors at KCCA petitioned the office of the Inspector General of Police asking that his security be beefed up.
Insiders have added that Kisaka also had a sharp misunderstanding with Luyimbazi and at one time Luyimbazi petitioned the public service ministry to explain to him his powers and what he has to do in executing his work as the deputy executive director of the city.
“For sure Luyimbazi was surprised to learn that Museveni had renewed Kisaka’s contract last year because he was very sure that she was going to be fired. You know he was recommended by Gen Salim Saleh to take that job and his people had already briefed him that his god father has already recommend him to take over the KCCA top job, so when Kisaka got wind of what her deputy was ploting against her, she also started her revenge,” a source inside KCCA added.
Sources said that Gen Saleh recommended Luyimbazi because he is a son born and raised in Kapeeka in greater Luwero where the NRM war was fought from and his ancestors were among the people who supported Museveni while he was still in the bush.
Sources said that Luyimbazi was good at playing his political game than Kisaka and he used his political tricks to undermine Kisaka. It is alleged that he one time told his friends that when sensitive matters at KCCA come, Kisaka runs into hiding and assigns him to handle with the aim of putting him in bad light.
State House sources whispered that initially, Museveni was not going to renew Kisaka’s term but he was cinvinced by one of the first family members who secured for her a one on one meeting with Museveni.
Kisaka used the opportunity to cry before the big man narrating how KCCA ministers Hajjat Minsa Kabanda and her State Minister Christopher Kabuye Kyofatogabye are letting her down and frustrating her efforts to change Kampala.
While she was soaked in tears, the president asked her to tell him about her background.
When she told the big man about her father, he was surprised.
He comforted her but asked her to get serious with her job since she was like a daughter to him given that her father was his friend.
Sources said that even though the president renewed Kisaka’s term, he kept on following Kisaka and her enemies neither slept nor slumbered.
They kept on taking confidential petitions to the president complaining against Kisaka.
KCCA insiders allege that Minister Kabanda has also been silently fighting Kisaka because she was very bitter over her decision on city market leadership and particularly Kisaka’s support to Suzan Kushaba who forcefully took over St Balikuddembe Market commonly known as Owino market.
Kabanda accused Kisaka of forming militias in the city who mishandle city dwellers and one of the groups is Rapid Response Unit (RRU) which consists of ruthless young body built men who lead KCCA operations in the city and are supported by police.
Apart from leading the operations, RRU is also responsible for cleaning city drainage channels.
It is commanded by a one Mentoni who sources claim was a known criminal gang member under the command of late Paddy Sserunjogi alias Sobi.
Kisaka was also accused of being behind Seven Hills Company which was assigned to clean city roads.
All cleaners in the city were advised to register with Seven Hills, a decision which minister Kabanda protested.
Kisaka is also accused of giving jobs to people in KCCA without following the proper channels and among them is a one Kibazo who is working with the Perish Development Model department in KCCA.
Others who are working in KCCA library are now panicking because they are going to lose their jobs.
theGrapevine made several phone calls to Kisaka but they went answered.
However, her deputy Luyimbazi told us that his name will be cleared in the future insisting that he is innocent.
He added that the people who were behind the dirty decisions in the city which affected the city dwellers will be known.
Richard Baguma, a social, political and economic commentator said that both Kisaka and Luyimbazi were fired because there are people who want their jobs.
Appearing on radio Simba’s Olutindo talk show hosted by senior journalist Peter Kibazo, Baguma claimed that you cannot fire Kisaka and Luyimbazi when you poorly funded them.
However minister Kabuye rubbished Baguma’s narrative insisting that KCCA is well funded.
